An LMIA allows a Canadian Employer to fill a labour shortage and hire a skilled and qualified foreign worker. Employers who wish to hire foreign workers must get approval from Service Canada to hire foreign workers. In order to get approval of an LMIA, an employer has to prove that they made genuine efforts to attract Canadians. If an employer wishes to file an LMIA for a high-wage worker, they need to submit a transition plan. Whereas for a low-wage worker there is no requirement to submit a transition plan if the employer wants to hire them.
